Another Possible Bug -- Report Submission And Apostrophes

For some time now, I've had trouble submitting reports on posts or threads. Sometimes they go through, other times they do not, with the error message: "An error occured while trying to submit your report". I finally got around to doing a little testing -- with apologies to the Editors for the spam reports in their inbox this morning! -- and it seems that, in essence, the key determinant to a report being rejected is the presence of an apostrophe ' , and no other punctuation symbol that I tested so far.

This is weird, but at least I've finally identified the possible issue, and hopefully this can be investigated too.
