As that is already a law in the United States i believe it is the most responsible drinking attitude there is. I would also mention that using the word student is misleading, as these days High School children are called students and they are all up to 16 years old. Many students are still under 18 and still in full time education, although it is not compulsory education. There can be no responsible alcoholic drinking for those students as it is illegal.
Underage drinking is an issue that is not just confined to students and to isolate students in your presentation would actually take them out of their natural environment, where they mix with non-students socially.
a general topic of responsible drinking for young people over the age of 18 is too wordy, but suggesting the issue of young people abusing alcohol is confined to those in further education is not very realistic.

i suggest you actually undertake a few case studies comparing young people in full-time post-compulsory education and those who have left school and either found employment or are not yet working. This may then offer some statistics that actually reflect whether being in further education has any bearing on alcohol drinking habits on young adults.

10 clarion, anyone under 18 is only allowed to serve alcohol uner supervision, they have to ring or summon a manager or supervisor at P.O.S., however, most off licenses will not employ teenagers for the exact reason you say. It is the person taking the money for the alcohol that is the person likely to be prosecuted and fined for selling to a person underage.
