Why did Justin Burton have to go and identify one of his sisters when the other one could be idenitifed by police (through dental records or something)?

Although I could be wrong, I think that someone identifying a persons body is usual practice, rather than them being identified by other means. I guessed that because Mel had been trapped in the pub, she would have been too badly burnt to be easily identifed by a person. But because Sophie wasn't burnt, they needed a person to identify her.
