Those were my thoughts too
Unless someone holds a naked flame underneath or it spontaneously combusts I am not sure how it is a fire hazard ?
Better take down the curtains too just in case !
Old sofas don't start fires - but charity shops refuse them because of they are very dangerous in a fire.
I assume these communal areas are the only exit in the event of a fire starting anywhere in the block. If that's the case it is common sense to make sure there is nothing there that could burn in the event of a fire starting anywhere in the building.
I can undersand how paper decorations might be a fire hazard, but wreaths pinned to a door. Ridiculous.

After a fire safety inspection of our block (4 flats) a couple of years ago we were told that mats are not allowed in the communal area - my mat is now INSIDE my front door!
Hopkirk, probably not - slip/trip hazard. Communal areas which are also fire escapes usually have to be kept clear

Not that I have anything against either health or safety but I think the body count from wreaths must be quite low.

I think it's more to do with compensation claims than health and safety. Where there is blame there is a claim - and it could be cripplingly expensive
