The question is above..... why not, surely they have access to the weaponry?
Or is it a fear that Putain will press the nuke button if they miss - or unleash some biological or chemical nasty over them - or just blow Cherbonyl or some other nuke-gen plant up?

Ukraine cannot do that, Russia would retaliate with awesome rocket power, and they do not want to be seen aggressive by everyone helping them.
