Always nice to get money back but does this mean the council has it taken out of their budget or is it being funded from the government?

Are you talking about the £150 that has been promised via the Council Tax system to help with energy costs?

The money we pay in council tax go's to the council. The bulk of council funding comes from the goverment.
One gov site says "in 2019/20, local authorities in England received 23% of their funding from government grants, 50% from council tax, and 27% from retained business rates "
I assume the grant is set at start of year and is'nt adjusted just because some houses get revalued for council tax band or if people dont pay.
So lower band means less money?
