She is as far as I can see speaking about the 400 people working at the yard now, who wouldn't have been if it had closed before that.

Funnily enough, he accuses her of a "lie", but when it turns out his own claim that he hadn't signed a contract is not true, that's just a "mistake". And that's about vocabulary...
