There is a cat who roams the streets round here , who constantly makes a sound like a crying baby / toddler .

Very unnerving , especially at night

sadly, i think it's quite common
Yes lots of that round here, I hear them every night
Probably a Siamese.
Or out looking for fun or a fight.
There are lots of cats around here. Years ago there was plenty of howling and growling. But they are all quiet now.
Calling for a mate ?
If it is outside and at night it will be lady cats calling for the boys to come to visit.

However, in cat-human relationships, cats have discovered that crying at the same frequency as a baby means that their slaves are less likely to ignore them. We are hard-wired to react to the sound.

Just arrived back home after going out .

The same cat is walking up and down , 'crying ' and it's broad daylight .

Broad daylight - with the emphasis on broad
Awww perhaps it's crying for it's Mummy.
It's kitten season. Had an intact tom cat in the garden a few weeks ago - he was calling at 4am every night. Both the males and females do that.
Unless it's a stray, I just don't understand why people can't get their cats spayed/neutered. Are they willing to take responsibility for the kittens? I doubt it.
Because they can't be bothered or don't want to pay for it.
We've just had a speyathon here. 326 female cats speyed This might not be popular but 563 kittens not born. Most of the pregnant ones were from feral colonies with dedicated feeding stations. The others were mostly from low income households with responsible owners. Also fitted in 29 dogs of both sexes. Currently fundraising for Sept/Oct session. The main vet who comes only specs and neuters at her clinic, she will treat an animal in an emergency but specialises in sterilisations

At least you have a decent system in your country. I`ve spent a lot of time in the Middle East and the way they treat cats doesn't bear thinking about .
