Question On Parking Ticket, Whilst Parked On Hospital Grounds.

My father has just received a ticket from "Paid Parking Company" whilst parked on hospital grounds.
He's going to appeal, but we need something clearing up first.
Firstly he recalls that the meter where he needed to pay wasn't working and he was already late for his appointment. He couldn't see any other meters nearby, so he rushed inside to his appointment.
Secondly, is there a time limit in which the ticket should be issued??
Date of offence - 18th April
Date of issue -9th June
Nearly 2 months !!
Is this a case for appeal on its own, as I'm not sure of the legalities here?

Just to clarify - AB obviously has some kind of filter going on here.
It looks like we're not allowed to mention the name of the parking company (maybe for legal reasons??). My previous answer was removed when I managed to bypass the filter ..... I'm fine with that, so let's just call the company "a private parking enforcement company".

there is no reason in law for this
the position - you need advice. The resisters are somewhat precious about telling you to resist - there are better reasons for that
it boils down to - some you can ignore and some you cant
