it was written by Ross Bagdasarian in 1958, he recorded it & had a hit with it under the pseudonym David Seville. It's been covered several times since, notably by Sha Na Na, The Cartoons, Alvin & The Chipmunks and The Muppets.

David Seville and Don Lang (and his Frantic Five) both entered the UK charts on 23 May 1958
Seville reached No. 11 and Lang reached No.5
(Guinness Book of British Hit Singles)
Don Lang and his band were the cornerstone act on the programme "6-5 Special"
Sadly, I am old enough to remember it:-)
