oh dear, sounds like that doctor who had his house trashed because people couldn't tell the differeence between pediatrician and pedophile.
It is possible to kill a cat with a car and not notice that you have done so. There is still no legal obligation to report the accident to the authorities.

There is nothing to indicate that he knew of the cat's death and his involvement.

Egging his home is childish and unacceptable behaviour.

Whilst common courtesy suggests that he should, a driver is not obliged to stop following a collision with a cat.
The road he lives down is not a great one, I have been down there many times, so its unlikely he would have noticed.

It's quite a different sort of thug that uses a croquet stick though!
