Unless a parking fine is paid voluntarily, it costs a considerable amount to collect sixty quid. Certainly much more than a tenner.

In the last year I have had two appointments made for me by my GP surgery. I didn't ask for them; I didn't want them. They were for preventative checks for which the practice is paid handsomely and which they prioritise over appointments for people who are ill. Since my surgery in virtually impossible to contact and securing an appointment when one is ill is similar to winning the lottery, I had no intention of trying to cancel them. Under this policy, presumably I'd be charged a score.

Well, they manage it in France. We never missed an appointment but I gathered that if someone did, they would be notified (I think it was 15 euros). If they didn't pay up then the next time they wanted an appointment it was not forthcoming until they did pay.

A warning is to be given so that probably means someone having to arrange for a letter to be sent. Will it include the chance to explain the failure so that the warning might be revoked and given for a subsequent failure?
Who decides if there is, "good reason" shown for the failure? Is there an appeals process?
Each step of the process of asking for and receiving reasons for the failure takes time and resources and that is before the process of recovering the £10 penalty.
I doubt that a £10 penalty will cover the cost of issuing it let alone cover the cost of failures where good reason has been shown.
