Printing Uk Size Passport Photos.

I need to print some photos for a UK passport . I have the photo on an email attachment but don't know how to print the required size (45 x 35mm)

Any help in an idiot's guide form would be much appreciated.

1) do you really need to print them (doing the application online is much easier)
2) if you want to print them yourself, do you have a printer and photo paper?

Thanks to you both.
After many attempts I've managed to produce the photos using FastStone Image Viewer, a programme I had used for storage etc but not for photo editing. It didn't tax my brain too much and I'm pleased with the results.
