For more on marking an answer as the "Best Answer", please visit our FAQ.ps im not sure "the queue" works in a first come first served basis as you seem to be implying. My understanding is that people are allocated points (on a need basis).
If a single person needs a ground floor flat because of a medical condition, and a 5 bedroom house comes up as free, the single person doesnt get offered t simply because they've been waiting for longer (or are british)!

I don't think you understand what sheltered accomodation is. It is accommodation for elderly or disabled people consisting of private independent units with some shared facilities and a warden.
Why would anyone who needs and resides in sheltered accomodation want to move?

did you even read your own link, or just the headline before you got outraged? hotels ARE emergency and temporary accommodation!
it's not like they are living hte high life in a swanky 5 star mayfair hotel, any more than any other people given temporary
emergency accommodation, which are ususally B+B/hotel based are
