Death in the Basement

Ok, this is tenuous at best... There was a movie, final scenes involve the two main characters, both male, and they have been tracked down to a basement where I believe they are playing a hand of cards. The people hunting them down start filling the basement with water (I seem to remember) and as they concede they will never escape, they decide to shoot one another to avoid being caught. Cut to playing cards floating on water, then roll credits. God, it sounds shockingly bad, doesn't it? Please tell me the name of this terrible movie, so that I may watch it again to reaffirm my convictions...

The film is Operation Daybreak which is about the assasination of Reinhard Heydrich in WWII. The two actors at the end were Martin Shaw and Timothy Bottoms. Didnt think it was too bad a movie myself.
