Are others finding this tough?
I've solved a fair number of clues but have no idea what the theme is or what sort of amendment is required.
Reluctant to give up at this stage but this might be a case of you either see it or you don't.

However, with so much working for the setter, the preamble could have been more helpful - and 'amended' isn't the right word here, the right word is 'substituted.'
The preamble fudges another piece of information - 'answers are thematically linked.' I think 'thematically' suggests more than we have here, because there's no overarching theme as such.
It's a good puzzle and I enjoyed it, I hope you do too (if you stick with it).
