Flags At Half Mast

In the past few days, I have seen flags flown halfway down the flagpole, and others flown one flag height down from the top. Which is correct?

One flag width from the top.

One flag down is half mast. It's meant to make room for an invisible flag of death. As usual most people are clueless.

Oddly enough the flag should never be at half mast for the death of a monarch. That silliness was incepted after the death of Diana fiasco.

The official ruling:
"Half-mast means the flag is flown a third of the way down the flagpole from the top, with at least the height of the flag between the top of the flag and the top of the flagpole.

On poles that are more than 45° from the vertical, flags cannot be flown at half-mast and should not be flown at all."
