How can the school not only permit a teacher to attend school looking like this but put defend that decision?

it's to teach children to concentrate on their studies.
The guy obviously has other issues than gender identification.
This seems to be taking the desire for 'self expression' to new, and unacceptable levels.

Were the person a woman, and came to school dressed like that, I would expect her to be sent home and advised to dress appropriately for her workplace, and the people with whom she interacts.

Defending this behaviour is sending out a wrong message to students and for the image of the school, and it should be addressed as a priority by the governing body, and if they support it, by the local Education Authority.

This is a school, not a platform for attention-seeking individuals, whatever the reason.
