Nah, the Argentine’s did not attempt to hold a poll when they occupied the Falklands in 1982.

Putin's words are as the passing of the wind from his trouser cheeks. He has caused death, injury, and destruction to both Ukraine and his own soldiers, and now in serious trouble he calls for reserves to also sacrifice their lives on the pyre of his sick ambitions. In addition he calls for invalid polls on whether he should make invaded areas part of his neighbour's nation part of his totalitarian state. This is just more escalation from a cornered rat.
Re the Falklands, I can only assume the suggestion has to be that Johnny Foreigner planned to wipe out the island's population before sending their own citizens in. No other interpretation makes sense.
