A lot of the accounts I follow are nature/art/science/humour/sport where the 'toxicity' does not exist (in the case of sport it does to a certain degree but it's manageable) and users don't get banned for their posts. These are unlikely to change.
The news/political accounts I follow are where most of the issues occur and this is likely the bit that will change. I strongly disagree with Trump and Katie Hopkins on most things however I don't think they should have got banned - I used to follow KH and still do follow a few 'right wing' accounts because I want to know what they are thinking, how other right/left people respond to what they are thinking etc. because like it or lump it their points of view are a force in this world. The issue is about giving them a platform, but for all Elon's "anything goes" there will still be government regulation of some form or other if it goes too far.
