My friend was due to be paid first installment of the government £400 help package. But it was not credited to their account. Has this happened to you or has payment been credited to your bank account.

You've not stated how your friend pays for her electricity. If it's by direct debit, for example, the normal amount will have been taken from her account on the usual date, with £66 then to be returned to her 3 to 5 days after the direct debit has cleared the system:

So, if she's only just had the direct debit taken from her account, it's perfectly normal that she won't have seen the £66 rebate yet.
