Photo-Stitching Software

I have to put together a panoramic street-scene as part of a Planning Appeal. I have the individual photographs to hand and each of the properties is snapped from the same distance. I thought stitching them together, digitally, somehow would be the best way forwards.
I don't want to buy something for a one-time use so can anyone recommend some free software that could help me to achieve this?

Image Composite Editor, free from Microsoft, works well. It's my go-to photo combiner.
