My whole working life from sixteen to fifty was as a police officer in a variety of ranks and positions. This is my personal solution. 1. Demand a very good standard of education. 2. Permit a newly formed and increased department to ferret anywhere they chose to into the character and background of applicants. 3. Revise totally the inadequate method of...

// from King George, and he said ( civil and military servants in between, Off you go! - - and then thanked them for their loyal service //
This reminds me of Cromwell's New Model Army.
The restoration of king Charles II saw the birth of what we call today, the British Army.
I think it was General Monck who ordered the NMA to lay down their arms, swear allegiance to the King (which they did), they then gathered up their arms and subsequently became the King's guard under the name of the English Army.
Striking is the fact that it was the NMA that had defeated the Cavaliers (royalists), and ultimately led to the beheading of his father King Charles I.
How fickle is that?

// doesnt understand quotas and samples//
We should not apportion blame.
It's the responsibility of the author to provide an alternative interpretation of their report, so as to be inclusive of the whole audience they intend to reach. The
Interesting is the sample 131 out of 732 as given in the summary link. If this is a true representation of the police's forces throughout the UK, then it equates to very nearly 1 in 5 bobbies having been, or is currently active in being... naughty. Are we to believe this?
However one can be forgiven for ignoring samples and quotas. As the old adage goes;H
There are lies, damn lies, then statistics!

Naughty Naughty Dr Donald Irvine ( Head Pree, GMC) said that 2% doctors were not up to the job. After shipman 2000

so that is how he did it - Charles II was a veteran political operator.
Monck invited him back - and Mr Charles as he then was, said hold on whilst I make "the Declaration of Breda"
and then politically, they recalled the Rump Parliament ( the one that had been purged and never re-elected)
urchins in the streets ( wrote Pepys) stood on dung heaps and instead of "I'm King of the Castle" hollered - Kiss my parliament!
John Churchill, served with ye Kynge ( Chas II), led the troops at Sedgemoor, James II - went for William III ( and Mary II) and then served and beat the frenchies during the reign of Anne
theeir ability to survive in those troublous time and steer a clear course, so they were called "Trimmers"

Anyway, when the police were transferring criminal records over to the main database they lost all records prior to 1992,
yeah no I think this did happen - but they had paper
Incredz before the PNC, each force had its own system and they were incompats
(the software writers knew of this and exploited it so that they would be called back to write hand-shaking progz)
and incredz the civil service did not keep a back-up ( what?) before transfer, so if it failed, ( the transfer that is!) the data fell on the floor. Like in a St Trininans cartoon
This happened in Bootle tax office
