During my National Service 1950-1952 "The Full Monty" was a Parade in full Dress, I.e. All the officers etc had to wear full dress uniform displaying all their medals on the parade.
We accepted the phrase as an allusion to Field Marshall Montgomery who displayed medals seemingly from his chest to his waist.
