for 19a, can see the annagram of tiara and c (about)- Madam Arcati was a medium in Blyth Spirit.... fine but where's 60% of a circle come into this????

My take on this was that "TIA" is 60% of "tiara" and the "circle" reference is "arc", then it's an anagram of tiaarc.
