Antivirus Blocking All Downloads ....

... even pdfs of crosswords from The Times (!)
I have MacAfee (which I have turned off) and Windows Defender (ditto).
But even so the damn system refuses to download, telling me that the virus scan failed.
Has anyone come across this before and, if so, how did you fix it?

Are you using Chrome?

If so, try restarting it by typing 'chrome://restart in the address bar and pressing Enter. This command will automatically close and reopen Chrome on your computer.

Thanks for the replies.
I originally used Edge.
This morning I turned off McAfee again (it resets itself on reboot) and tried with Chrome. Same result - virus scan failed. Trouble is, it's stopping me updating other stuff on my laptop, which may become serious over time.
