How did pulling forward a foot and parking over the line help the ambulance?
If he had steered left to the kerb I could see that would have helped. But in the picture he is stopped straight in the centre of the lane, and no attempt to get out of the way.
Therefore if he denies it and goes to court, some common sense can (hopefully) be applied then

nope whatever makes you think they ( courts ) show common sense.

And yes - this is automated, and having been caught at this very time myself, it is machine generated huge money maker. And you follow the form. he has ticked 'I want to dispute it' so no one reviews it: the machine passes him onto the magistrates' system for which there seems to be a years wait.

He shoulda paid £100 , and forgotten about " I have a lawful excuse" or this is out of proportion to the infringment ( Human Rights Act so beloved of TTT) - Both of these I do not know if they will work

The right-hand lane is empty so why would the ambulance not have been using that lane instead of being behind him?
There is really no chance of changing this (nationally)
BUT there is on school of thought that says - 'if you have transgressed minimally a few times, then you say 'O christ why dont I steal £100,000'

Blue parking badge violation
I HAD photographed the ticket and badge
which only said X025 - ( valid 2025 but not monf or day)

this earned a ticket ( appealable on proportionality)
and I had to wait and make representation to the RIGHT people
( representations to the WRONG address will not be sounted!)

and after ( acquittal) I wrote to the Mayor and said I wd stand against him in his won ward in the next election with the tag "This man WASTES your council tax and KNOWS he is doing it"

the council tax payer pays for the whole shebang - wardens, office, paperwork, reps, 'hearing' - on this a complete non-starter

and he changed the system for reps to be made berote the hearing. Quicko Quicko. He knows what being booted out of office as a wastrel meant
At the age of 76, should he be considered old or not, his intentions were honourable!

Unfortunately he'll be a silly (old) boy if he proceeds through the courts. The photographic evidence does his case no favours. In addition, the highway code is quite clear;
