To my mind there is nothing wrong with the art of gymnosophy, but does it need to be practised in public places??

He should have just gone home and knocked one out there. There is quite a difference between flogging your log in public and dancing nude. If she had been ticking the bean to tantalise him then maybe some room for prosecution.
Of course this 'lady' undoubtedly knew what she was doing but unless a complaint is made not much can be done. However it is likely she will be receiving many visitors now - just gawping which is also not illegal so I would advise her to pop down the range and buy some curtains.
