12 Answers
Would someone be likely to have notable symptoms with a low vitamin D level of 24.5? Or would that not be low enough to cause symptoms?

So, as 24.5 is 'borderline, it's unlikely to result in any significant symptoms but it could do with topping up a bit.
Vitamin D supplements are the only supplements that the NHS recommend that all adults should take during the autumn and winter:

If you're not getting out in the sun much at other times, or your diet is deficient in Vitamin D, it might be sensible to take them all year round (as I do).

Dr. John Campbell on YouTube says he takes supplements of both D3 and K2, but says he can't advise the viewer what they should take; they should discuss it with their doctor. (But he does state that he thinks the medical profession should be encouraging most of the population to do the same.) Maybe look at his opinion and see what you think ?
My niece is a doctor and was at the forefront of covid in the first year.
She encouraged us all to take vitamin D supplements as there was some evidence of it helping the body cope with covid.
This suggests that the symptoms of low vitamin D aren't the only consideration. Perhaps good levels help the immune system.
