Because roadman, you won't find the word "seagull" in any book about birds. They are just one member of the "gull" family.
So let's take this a bit further. Is the the plan here to cull anything with the suffix "gull"? Isn't that a bit unfair to all the other "gull" species that are not vicious and don't come down to pinch your chips when you're walking on the promenade?
Just take a look at the number of "gull" species there are in the UK and then come back and explain how you would discriminate the vicious ones from the rest in order to cull them. Bit of a challenge that methinks.
