There are quite a few places which claim to have the smallest chapel in England. (I suppose that some people will consider the area of the chapel's floor to be the deciding factor, whereas others might take into account the height as well, by then looking at the volume. Yet others might use the number of pews as the determining factor).

^^^ A church has a permanent pastor and a regular congregation. A chapel is simply a place of worship that has neither and is often smaller than a church.
The question asks for the 'smallest chapel in England', not the 'smallest church in England'. So I still think that my answer fits the clue best.
