Could someone please tell me where the navigation bar is on an iPad and how to send an attachment

The navigation bar should be at the top of the app you are using.

Are you trying to send the attachment by email? If so, what email do you use?

It is from a form on internet and they want the receipt to go along with the form .They used to send the form and I just included the paper receipts .Thanks

However your secondary post above suggests that you're using Safari (or possibly an alternative web browser) to send the attachment via a website. In which case, there should be a button somewhere on that web page marked 'Attach' (or something similar). Tapping that button should open a dialogue box, where you can look for the attachment on your iPad and then tap on it to choose and send it.
