It may be abusive (though I doubt a court would see sending mail to somebody in itself abusive). However, it cannot be "stalking" for one very simple reason: stalking is covered by the laws against harassment and harassment must involve a "course of conduct" - i.e. conduct that occurred on more than one occasion. Sending one item is not a course of conduct.
