Why Does Rain-X Water Repellent Not Work After Windshield Replacement?

The Bottle says It works on all types of glass. I cleaned the windshield with Vinegar based Windex, Scrubbed it extra hard, then applied the Rain-x. It doesn't work.
Does the windshield have some leftover adhesive residue from the Plastic film that it was shipped with?
