Worldwide, yes they are, as are white Europeans.
By far the largest ethnic group is Asian (including Chinese) at nearly 60% of the total population
The next is African at 16.7%.
Europeans make up nearly 10%.
But 'ethnic minority' doesn't work like that. I am a white British male so am one of the 10% of Europeans but in England I belong to the majority ethnic group. My Chinese neighbour is an ethnic minority. If I moved to Chad I would be an ethnic minority.
The UK government has three classes within a single black ethnic group: Caribbean, African, any other Black, Black British, or Caribbean background.
In reality there are possibly thousands of black ethnic groups in Africa but it makes no difference to the fact that they are outnumbered by the Asian/Chinese population and they outnumber white Europeans.

Not to me it doesn't, but it seems it does to our government, NHS and other official bodies.
Every form I get wants to know my ethnic identity. I can understand it for the NHS because some ethnic and racial groups are more prone to certain diseases than others. Sickle Cell Disease is very, very rarely found in people who are not of African or Caribbean heritage, for example.

lankeela people need to be labeled because of medical reasons people with different cultures may react differently to certain treatments or cures and they might be more susceptible to certain conditions also dna and hereditary conditions can affect certain ethnicitys more than others
you can try and be woke and say we are all one but the fact is we arent our dna and culture can shape our health which needs to be understood
