As you are dividing by a greater quantity than the full units (200 is more than 164) the answer is going to be in part units - the 0. shows there is no whole units.
So the answer in easy to understand words is zero full units (£0) and 82 part units (.82p) which written in pounds and pence is £0.82

TTT Lankeela knows the method, but can't quite interpret the result, and I think you must be having a laugh if you think your explanation is simple, and then Barry comes along with units and as you rightly observed, that will be another lalalalalala.
I could have explained it in another way, but felt that might be a bit too complicated.
If someone doesn't understand maths, then it has to be explained simply and not to confuse things even more.

this is what I wrote "The relevant factor is 82p the "p" meaning 82 pence now each pence is 100th of a pound so if we have 82 of them we have 82 hundredths of a pound so that is written £0.82. it's still = to 82p but expressed as pounds it's 0.82. " - lankeela was asking where the 0 came from, I thought that explained it as simply as it could be explained. She knows there is 100p in the pound surely??
TTT I didn't say I found it confusing, I meant anyone who doesn't understand how to work it out and understand the answer.
//She knows there is 100p in the pound surely??//
I don't know what she knows TTT but the simple answer to that would be the 0 means no pounds.
I don't know where that question came from, an old maths book perhaps as we don't have half pence anymore.
