lights keeps dimming!

Our lights in the dining room and living room keep dimming on their own accord. Sometimes split seconds other times up to a minute or two. They are not connected to dimmers. Other than poltergiests, anyone any ideas as to why this is happening. I have noticed that it has only started happening since the weather turned!

When the lights flicker that is when they are trying to save our power, (by switching to another source) they only flicker once or twice, the third time they go out and the engineers have to find the source of the problem.
