Why Do I Have To Get A Referral From My Vet To Visit An Osteopath Or A Chiropractor.

So my 7-month-old Irish Wolfhound has hurt her neck, she has seen a vet and had xrays etc. They can see muscle wastage on the x-ray, but everything else is looking normal, and no idea what's going on. She is on pain relief which is working well, we wanted to take her to an osteopath or chiropractor but nobody can see her without a GP referral! It seems strange that I can access these services for myself without a referral, but not for my hound, why is this?

I know that, legally, a vet can operate on humans but a human doctor can't operate on any other species.
