No, they KNOW people are stupid and will probably ignore all warnings but they issue the warnings in the vain hope that some might take heed.

human beings are in a state of regression, common sense is no longer common. Its a catch 22 situation, people wait to be told what to do by the government in any situation and the government in turn, find they have to issue more and more mundane instructions.

Ohh it is early days yet in the Jobsworth Bossy boots race. We need to be warned about deep puddles and sunscreen. To make sure we take in plenty of liquid( no problem here on that score) and to take care with naked flames in the woods. They already have the flood warnings ready in case it spits with rain on Friday.

I suppose it’s the age-old thing of the powers that be covering their a*se…they know people are too stupid or too stubborn to follow the advice but they can say after “well, we warned you”

It's all a result of the blame-and-claim brigade (fuelled by the no-win-no-fee rogues).

You only have to look at some cases of the most ridiculous claims (the prize one being the yank who successfully sue McDonalds because her coffee was hot) to understand the defensiveness which has resulted (e.g. "this product contains nuts" on a packet of peanuts).

It's because of this fear of destructive prosecution that authorities (in this case the Met Office presumably) react so carefully.
