Inverted commas in MS Office comments

When inserting a comment in MS Office 2003, I'm trying to put in inverted commas ('....' ) both single and double. Can anybody tell me why the first one of each of these comes out at the bottom of the word, like a comma, and the second at the top? It doesn't happen in the rest of Office.

what font are you using?
some fonts (esp the more quirky ones) don't have "smart quotes" in their character set

try turning on/off
tools | autocorrect | Autoformat as you type | straight quotes with smart quotes

The lady's done it yet again! Tefler is my partner and I've lost count of the number of times she has posted queries or responded to answers in my name. She either forgets to return the site to me or asks queries as if she were me... words will have to be had! Believe me...I'm I and she's she.
