keyboard problem

just bought a second hand comp and the keyboard seems to be set to american or something ie i try to do an @ symbol but i have to press shift and 2 instead of shift and ' although on the keyboard the symbols are where they should be...if that makes sense? How can i change the setup?

control panel -> regional and language options. check in regional options tab and advanced tab. both should say UK
