I think this is ACTA (official proceedings)

Tact = discretion + a(ccepted) = Tacta

Now there is a special instruction and there is a surplus letter that has to be removed from the clue before solving. In this clue that is the letter "S"

Therefore is the abbreviation for (s)Tare the letter "T" which can then be removed from Tacta giving acta?

Unfortunately I can only find the abbreviation TW for tare weight, rather than just tare itself!

Thanks NAC, with all the others on Sunday, I usually leave the EV until Monday. I enjoyed this one, tough but not impossible, and I had sussed the theme very early. Waiting for Matakari's question to appear!

Thanks, JJ. Matakari's away for a while, he told me (personally) on the Genius thread. I was relieved, for his sake - this EV has letters to be removed and also letters generated by wordplay... he's a fan of neither!
