Google Photos Keeps Uploading Files Via Wifi Every Time I Open App Even Though I Have 'Do Not Backup' Selected In Settings

Even though I have 'Do Not Backup' selected in Google Photos app it quite suddenly out of nowhere began trying to upload files via my wifi connection every time I launch app since I have background data off. What could be the reason for this? I have app updates off in playstore. Besides clearing cache or force stop maybe anything I can do to stop it? Most importantly any practical way to see what these files being unploaded are using only my Samsung a03s android, when I tap on the dialog box showing the upload nothing happens it doesn't take me anywhere to see them.
