The illegals are being let in anyway because a gutless parliament refuses to tear up, out of date HR related agreements. And some commercial concerns still claim they need immigrant labour when the truth is they probably don't have a business opportunity without the abuse of buying cheap labour in to short out the local labour market and compete with potential cheap imports. If the industries affected are important then it's the government's job to ensure an even playing field.
And yes, immigration has been Westminster's responsibility for some time now. One expects a period of transition but clearly there has been no sign of willingness to seriously tackle the issue. It's like the policy is to talk the talk, but not take a single step to walk the walk.
