I hate to say it - this is nothing new - they did the same during lockdown

Of course HMRC do send out genuine texts and occasionally they have links (to feedback forms). Usually that will come after you've just used their service however. A better way to check for fraud is to inspect the source of the text or email: and the URL of any link. And of course immediately be suspicious if it starts asking you for personal information.

I think it is  time for  most of us to register with HMRC. The site is... quirky but you can use to it. 

they do weird things like list your payments without the amounts owing

and remember rule 1. - if they are polite or helpful, then it probably is a scam
