The 'sky-rat' or 'gutter-bird' is classed as vermin, but only in certain areas. culling them is messy and doesn't go down well with tourists, so a little while ago they tried to deal with them in Bath by coating as many eggs as they could find with oil so that they didn't hatch. Which made approximately beggar all difference. But the thought was there.
