my guess would be Yahoo News (or yahooever originated the story*) rang up the council for comment and the council set them straight.

This post was meant to be a light-hearted case (which is why it's in CB)  of  "You think public roads are bad, have a butchers at this".  

It was not a complaint about Councils, I am fully cognisant of whose responsibility it is, but nevertheless thank you for all your contributions.
