Is Menorca classed as part of Europe?

Unlike the Canary Islands (which are a Spanish dependent territory) the Balearic Islands (including Menorca) are officially part of Spain. So I'm sure that, for insurance purposes, they''re a part of Europe.

Yep, Balearics are completely part of the EU. Canaries are classed as an 'EU Special Zone', which means they are kind of part of EU, butnot for taxation reasons, which is why duty free limit still applies from Canaries, but there is theoretically no limit from Balearics.
Health-wise, the E111 (or whatever it's called now) applies on both sets of islands.
