new owner has not provided statements or payments for rentals since october ( should be monthly )

is this civil or criminal ?

civil, the owner will have some sort of parameters on the contract for admin provision.

I'm not sure what your title is saying. Are you all withholding payments or is is someone else withholding money?

When you say the 'new owner', is he just an owner of a lodge in the same way as you are an owner, or is he the site owner?
