I've not seen the telly ad but I'd be prepared to bet that it's just another one of the multitude of such devices that frequently get advertised on the web. The wording used is often somewhat crafty (or, as others might say, 'downright misleading'), with things like "Why pay for Netflix or Prime when you can get free movies with our wonder gizmo?". i.e. they're not actually saying that the said wonder gizmo gives free access to Netflix and/or Prime (which would be illegal). They're simply saying that the device they're advertising gives access to free movie streaming channels.
If you've already got a smart TV, it's likely that plugging in the stick will add absolutely nothing to the range of channels that's already available to you (or which can become available if you go to the app store to add some more apps). All you'll get via the stick will be services such as Pluto TV (which is widely available on smart TVs anyway)

If you've not got a smart TV though, adding any streaming stick/device will make it smart, thus enabling you to access lots of additional free content. (e.g. you could add an Amazon Fire TV stick or a Roku device, rather than the stick that's being advertised on the telly).
